Every State has its own laws and exceptions for operation of bicycles and motor vehicles on the roadway. It's up to the users of the roadways to be educated about the laws governing bicycles and motor vehicles on the roads in their State. On roads where lanes are too narrow to facilitate safe operation of bicycles and motor vehicles in the same lane, the laws of most States allow bicycles to use the full lane under various conditions. The overtaking vehicle must then change lanes to pass according to State law.
